Regulatory Compliance & Permitting

Sugnet & Moore has established a professional working relationship with regulatory
agencies based upon technical excellence and a thorough understanding
of regulatory processes. The firm is especially skilled in Clean
Water Act §401 and §404
regulatory compliance, NEPA compliance, and Endangered Species
Act permitting.
Water Quality Management The
firm is experienced in designing Best Management Practices
(BMP's) for stormwater management, water quality assessments
and impact modeling, processing of National Pollution Discharge
Elimination System (NPDES) permits, obtaining §401permits
and designing and implementing water quality monitoring programs.

Existing resources are flagged
and then surveyed in the field using GPS, compiled into
a CAD/GIS database and composited with proposed plans
to develop conceptual habitat preservation, and compensation
plans that are environmentally sound. |
Avian Surveys and Habitat Assessment Since
1986, the firm has conducted hundreds of habitat assessments
and presence/absence surveys for various avian species (as
related to the ESA and Migratory Bird Treaty Act). Experience
in the Four Corners region includes completing more than 30
projects involving the following species: the bald eagle, peregrine
falcon, mexican spotted owl, southwestern willow flycatcher,
and yellow-billed cuckoo.
Habitat Restoration & Enhancement
Sugnet & Moore has designed and implemented wetland and wildlife restoration,
enhancement, and compensation plans since 1986. Our multi-discipline
team works closely with project planners to integrate detailed
habitat design into projects.

Mapping Capabilities
Sugnet & Moore is equipped with Trimble Pathfinder GPS units to accurately
and efficiently collect field data. Processing of field data
using state of the art mapping and design software including:
Autocad/MAP 2005, ArcGIS 9.2, and Softdesk engineering design
suite assures inclusion of natural resource data into project
design database to expedite regulatory compliance for development
projects.
