Spill Prevention, Control & Countermeasure (SPCC)
SPCC plans are regulated under EPA Rule 40 CFR Part 112 and are designed to prevent oil spills from contaminating waters of the US. SME assists in the planning and preparation of these plans for client implementation in accordance with current EPA regulations.
Air Sampling and Analysis
The Air Pollution Control Division of the Colorado Department of Public Health and Environment (CDPHE) is implementing new regulations under the Colorado Air Quality Control Commission regarding the oil and gas industry air emission controls. The regulations for air emissions are changing to include new requirements for emission reductions, monitoring, recordkeeping, reporting and statewide control standard requirements. SME can procure emission control permitting under General or Individual Permits issued by CDPHE in regard to compliance with the new state regulations.
Reclamation Design & Monitoring
Reclamation and stabilization of disturbed areas is enforced and regulated by the Colorado Oil and Gas Conservation Commission (COGCC) (1100 Series) and New Mexico Oil Conservation District (NMOCD) as well as ‘The Gold Book’ surface operating standards/guidelines for oil and gas exploration and development. The COGCC may also require a monitoring plan to ensure that the reclamation is successful. The COGCC rules and regulations include protection of stockpiled soils, specifics for the drill pad location, minimizing surface disturbance including stormwater management, and using existing access roads. SME has extensive experience in the field of landscape ecology, and has designed and implemented many reclamation and restoration projects including the preparation and execution of monitoring plans.
Water Quality Sampling & Assessments
SME has extensive knowledge of current regulations and frequently works with the EPA, CDPHE, Office of the State Engineer, Tribal nations, USACE and Colorado Department of Transportation (CDOT). SME’s water quality sampling design and monitoring services can be performed for NPDES, TMDL permits or other state and federal programs. SME has experience with hydrologic and water quality programs using the latest equipment, methods, and mapping to provide state of the art services to meet the diverse needs of the oil and gas industries.
