Mapping Capabilities
Equipped with Trimble TSC1 handheld units, SME accurately and efficiently collects field data. GPS survey data is downloaded and corrected using GPS Pathfinder Office 2.90. State-of-the-art mapping and design software, including AutoCAD and ArcGIS 9, are used in project design databases to expedite regulatory compliance for development projects.
Expert Testimony
Mr. Paul Sugnet has considerable experience in expert testimony in regard to the Clean Water Act and the Endangered Species Act; cases include Borden Ranch Partners v. US Army Corps of Engineers Corps of Engineers and US Environmental Protection Agency (accepted on appeal by US Supreme Court). Mr. Sugnet has also testified before the US Congressional Task Force on endangered species and the Marine Fisheries Committee.
Soil Sampling and Characterization
SME provides soil sampling and characterization of hazardous materials and petroleum products for regulatory compliance according to state and federal methods and standards. During excavation and disposal, our staff performs on-site monitoring of contaminant levels to guide removal. Throughout the process, SME works with regulatory agencies to prepare remediation documents for contaminant disposal.
Air Sampling and Analysis
SME assists clients with air sampling using state methods (40 CFR 60, Appendix A) and analysis performed either in the field or by a certified laboratory, depending on the scope of work. SME staff provides the results to clients in a written report for compliance with CDPHE and submissions of annual Air Pollutant Emission Notice (APEN).
